Kuwait Scholarships 2025: Fully Funded Opportunities for Higher Education

What Is the Kuwait Government Scholarship?


Kuwait’s Ministry of Higher Education (MOHE) and the Public Authority for Applied Education and Training (PAAET) run an annual scholarship program. It’s designed to support Kuwaiti students—plus selected non-Kuwaitis in specific cases—who want to pursue higher education in approved fields.
If accepted, your full tuition is covered. You also receive a monthly allowance, travel support, housing (or a stipend), and other essentials like books and health insurance.


Who Can Apply?


For Kuwaiti Nationals:


* Must hold Kuwaiti citizenship


* Aged between 17 and 23


* GPA of 2.67 out of 4 or higher


* No prior government scholarship


* Must not be employed by MOHE


For Non-Kuwaiti Applicants:


While most programs are for Kuwaitis, some seats are open to non-Kuwaitis through Kuwait University or partnerships with specific countries. Check the eligibility requirements carefully.

Required Documents


Before you start the application, make sure you have:


* Graduation certificate (bachelor’s or high school)


* Academic transcripts


* Passport copy and civil ID


* Passport-sized photo


* Proof of English proficiency (IELTS/TOEFL if needed)


* Recommendation letters


* A study plan or letter of intent


Documents must be translated into English or Arabic and certified.


Language Requirements


If you studied in English, you may be exempt from a language test. If not:


* IELTS: Minimum 5.5


* TOEFL iBT: Minimum 60


GMAT is required for MBA-track applicants (minimum score: 600).


When to Apply


Applications for the 2025/2026 academic year open:
